Verkhovna Rada ratifies agreement on Ukraine’s participation in EU’s Fiscalis programme

On 29 June, the Verkhovna Rada of Ukraine ratified the Agreement between Ukraine and the European Union on Ukraine’s participation in the EU’s Fiscalis programme for cooperation in the field of taxation.

The agreement creates the legal basis for Ukraine’s accession to the EU programme, which aims to promote cooperation between the tax administrations of its member states in the fight against tax fraud, tax evasion and aggressive tax planning.

Ukraine’s participation in the programme is expected to contribute to:

  • fighting tax evasion and improving tax administration in Ukraine;
  • supporting the development of tax policies and the implementation of EU tax legislation;
  • stimulating cooperation between the tax authorities of Ukraine and the EU, in particular in terms of exchange of tax information, development of institutional capacity, human competencies, and information and electronic systems.

It is expected that the adoption of the draft law and Ukraine’s further participation in the Fiscalis programme will have an overall positive impact on the implementation of the state tax policy and will serve as an additional tool to intensify reforms in this area.

On June 29, the Verkhovna Rada of Ukraine also ratified the Agreement between Ukraine and the European Union on Ukraine's participation in the EU Customs cooperation programme signed by Minister of Finance of Ukraine Sergii Marchenko and EU Commissioner for Economy Paolo Gentiloni in Brussels on September 5, 2022.
