Prime Minister urges heads of regional military administrations to prepare recovery projects as soon as possible

The list of the Government’s priority issues today includes rapid recovery and its financing. This was stated by Prime Minister Denys Shmyhal during a speech at an expanded meeting of the Presidium of the Congress of Local and Regional Authorities under the President of Ukraine, held on February 22 under the chairmanship of Head of the Office of the President of Ukraine Andriy Yermak. The Head of Government took part in the meeting online during a working visit to Lviv region.

“Today, the Government is in constant communication with local authorities. Meetings with the regional military administrations are held on a weekly basis. Recovery is at the top of the agenda. The Government has established the relevant Agency. Its head is now preparing a package of documents to start the recovery immediately after the relevant draft law is adopted,” said Denys Shmyhal.

The Prime Minister noted that a corresponding fund had been created in the state budget to restore Ukraine from the consequences of russian aggression. It currently holds UAH 17 billion confiscated from russian banks.

“Another UAH 35.5 billion from the National Bank is also envisaged. The United States has allocated USD 1.5 billion, and EUR 1 billion in aid has been announced by President of the European Commission Ursula von der Leyen. Other partners are also considering allocating additional funds. In total, we have approximately UAH 150 billion in available and pledged funds for the recovery,” the Head of Government noted.

According to the Prime Minister, five priorities for rapid recovery have been identified. In particular, the energy sector, for which the United States has allocated an additional USD 0.8 billion. Denys Shmyhal noted that the Minister of Energy together with Ukrenergo were developing a strategy to be presented to the Government shortly.

Other priorities include the restoration of damaged housing, critical infrastructure, demining, and economic recovery.

The Prime Minister urged the heads of the regional military administrations to prepare project documentation in all five areas as soon as possible to start the process of rapid recovery once the relevant legislation is adopted.
