Government adopts resolution to simplify seed certification

The Cabinet of Ministers of Ukraine has adopted Resolution No. 637 “On amendments to the Procedure for Certification, Issuance and Cancellation of Certificates for Seeds and/or Planting Material”. The document was prepared by the Ministry of Agrarian Policy and Food of Ukraine.

The Resolution has been developed to fulfil Ukraine’s European integration commitments to improve the procedure for assessing the conformity of seed and planting material in determining their varietal qualities. In particular, it simplifies the conditions for seed and planting material production and the implementation of competition policy in the field assessment as part of the certification procedure.

The Resolution provides for:

  • Enabling agricultural entrepreneurs to conclude a contract for the provision of services for the field evaluation of seed crops or plantations directly with an independent (private) auditor (agronomist-inspector) without involving a state certification body.
  • Establishing a requirement for the auditor to maintain the confidentiality of information obtained during the performance of the work and to be independent of commercial and other interests of the seed and plantation business.
  • Establishing personal liability of the auditor for the accuracy of the information contained in the issued field assessment reports and rejection reports of seed crops and perennial plantations.

The implementation of the Resolution will help to establish a clear and transparent mechanism for the certification of seed and planting material.
