The business climate has not changed - Kozachenko comment on Doing Business 2014

Ukraine has advanced on the way of improving its business environment, which was reflected in the World Bank's report Doing Business 2014, but the country still have to settle many problems to achieve further progress.

"The business environment has not changed. There are a lot of problems that have to be settled… The advances we have made today have to be perfected," Head of the Council of Businessmen at the Cabinet of Ministers of Ukraine Leonid Kozachenko said at a roundtable in the Kyiv's office of the World Bank.

He said that Ukraine is making significant efforts to progress, but the initiatives are being realized slowly.

Kozachenko said that among problematic issues is crediting, the administration of taxes, the number of checks, the registration of ownership rights to property and the situation with the issue of permits for construction.

"The country's ranking in this year's Doing Business report shows that a lot can be achieved in a short time when there is a political will for reform," World Bank Country Director for Ukraine, Belarus and Moldova Qimiao Fan said.

"It is also critical for the authorities, in consultation with the business community, to make steady progress in addressing broader investment climate issues, including, in particular, the security of property rights, the competition regime, and corruption – factors that contribute to the challenges in the country, but are not measured by the report," Fan added.

As reported, Ukraine has climbed 28 spots to 112th out of 189 economies in the World Bank's annual Ease of Doing Business ranking (Doing Business 2014) thanks to reforms in the sphere of dealing with construction permits, registering property and getting credit.
